A truck toll for vehicles weighing 7.5 tons or more is intended to generate revenue for the maintenance and upkeep of state and district roads in BW. Rapp has provided expert input on specific issues relating to the HGV toll, prepared a cost estimate for various scenarios and taken on coordinating tasks.
Initial situation
Although Baden-Württemberg has made efforts in recent years to raise sufficient funds for the maintenance and preservation of state and district roads, immense costs will be incurred in the coming decades to maintain the road network, especially the bridges. In addition, the de-carbonization of heavy road traffic is on the agenda. It will not be possible to tackle this task with funds from the state budget. For this reason, the coalition agreement between the governing parties includes a truck toll for vehicles weighing 7.5 tons or more, based on the Swiss model. The coalition agreement is the basis for the assignment to Rapp and the cooperation with the Ministry of Transport and the lawyers of BBG & Partner.
Order
The Ministry of Transport's mandate comprises the following phases and activities:
- Analysis phase:
- Analysis and definition of the toll-determining parameters (structure of the truck toll BW and the type of tariff)
- Analysis of two scenarios for collecting the toll (collection of the truck toll in BW by Toll Collect, collection of the truck toll in BW by an EETS provider in the role of main service provider)
- Analysis and definition of the control and penalty procedures of the truck toll BW
- Concept phase:
- Creation of an operating concept
- Creation of a system concept
- Creation of an implementation concept
- Creation of a concept for the establishment of a Toll Charger organization
- Preparation of a draft of the state road toll law (LStrMG)
Rapp provided expert input on truck toll-specific issues, prepared a cost estimate for various scenarios and took on coordinating tasks between Rapp and BBG's lawyers.
