Support for the development of the German passenger car toll

After the operator contract for the installation and operation of the German car toll was awarded to autoTicket, Rapp was commissioned to create the operational process model. It was important to note that the model had to meet the requirements of various standards, such as ISO 9001, ISO 27001, ISO 20000 etc. In addition, Rapp had to prepare the certification of the operator organization.

On 1 October 2020 the infrastructure charge (passenger car toll) was to come into force and the German passenger car toll system was to go into operation. On 19 June 2019 the project was stopped by Federal Minister Scheuer due to an ECJ ruling.

Rapp was contracted to assist in setting up the operator organization. The Rapp team took responsibility for developing a standards-compliant operating process model and ensuring the certification of the operator autoTicket after six months of operation. In the course of this, Rapp had begun to specify both the process and organizational structure of IT operations in accordance with ITIL requirements and to implement the ITSM system with the suppliers. At the same time, all internal processes and work instructions as well as the corresponding roles were defined. In cooperation with those responsible for system development, all forms and letters were specified. In order to incorporate the operational viewpoint more strongly in the area of system development, a detailed concept was created for the toll system, which subsequently served as the basis for the detailed specifications.
