Initial situation
Rear-end collisions on freeways, especially those caused by heavy goods vehicles, have devastating consequences for the occupants of the vehicles involved. Between 2020 and 2021, FEDRO issued a call for tenders for the implementation of a pilot test for end-of-congestion warning. A consortium from France and Switzerland won the contract to carry out a pilot test including the detection, verification and visualization of the ends of traffic jams.
Order
As part of the "Intelligent Mobility" technical support mandate for FEDRO, Rapp advised and supported FEDRO in the first part of the project in the preparation of the tender documents for the implementation of a pilot test to record the ends of traffic jams. The public tender was carried out in a two-stage process with a bidder dialog. Rapp supported FEDRO throughout the entire tender and award procedure. The main tasks were the technical and organizational conception of the pilot test, the preparation of the tender documents including all suitability and award criteria, participation in the dialogue procedure with the bidders including technical advice to FEDRO and the evaluation of the bids submitted.
In the second part of the mandate, Rapp supported FEDRO with its technical and specialist expertise in the implementation of the project. As a technical consultant for the client, Rapp's task was to support the organization, implementation and evaluation of the pilot test of the end-of-congestion warning system and to lead the project to success for FEDRO with high quality and on time. Erik Schaarschmidt was responsible for project management for Rapp in this project.
