Technical consulting truck toll Germany

Since 2011 Rapp has been the Technical Advisor to the Federal Ministry of Transport and the Federal Office for Goods Transport for the monitoring and further development of the German HGV toll. In this role, Rapp is involved in all major HGV toll projects.

Since September 2005 a truck toll has been levied for freight transport in Germany. Toll Collect was responsible for setting up the system and has been operating the toll and control system ever since.

Since November 2011 Rapp has been supporting the Federal Ministry of Transport and Digital Infrastructure (BMVI, then BMVBS) and the Federal Office for Goods Transport (BAG) on technical issues relating to toll collection. This includes topics such as the operation of the current toll system, the extension of the HGV toll to federal roads, the introduction of the European Electronic Toll Service (EETS), the tender for the 2018 operator contract and due diligence.

In 2019 and 2020 the main focus was on support for the transfer of Toll Collect to the ownership of the federal government, as well as usability testing and EETS Provider monitoring with regard to EETS operation at the BAG. In 2020 the decision was made to collect the toll centrally at Toll Collect (toll collection service) and not by the EETS Providers, as was previously the case. To date Rapp has been supporting Toll Collect in the implementation of the necessary system adjustments and in the management of the associated changes at the EETS Providers.

By 19 October 2021 the EETS Directive adopted in 2019 must be transposed into national law. Rapp is supporting the implementation of the necessary contractual, legal and also technical adjustments, for example with concepts for a new remuneration model for service providers, the Toll Regulation and the Tolling Act or the necessary system changes. For this purpose, Rapp takes on project-coordinating tasks on behalf of the BAG.
