Swiss Heavy Vehicle Fee

Since 1997, Rapp has been the Technical Advisor to the Federal Customs Administration (FCA) for the Performance-related Heavy Vehicle Fee (HVF). Rapp was heavily involved in the development and introduction phase. The HVF has been successfully in operation since 1 January 2001.
Since then, Rapp has been supporting the FCA in the operation and further development of the toll system.

The HVC is a distance-based toll that applies to all roads in Switzerland and is paid by means of a recording device or by checking in the kilometre reading when entering and leaving Switzerland. During the preparation of the HVC at the end of the 1990s, Rapp developed the concept of the HVC, co-managed the procurement procedure for the toll system components and supervised the implementation together with the FCA. Since then, Rapp has supported the FCA in the operation of the HVC.

In 2006 Rapp accompanied the tender for the new generation of on-board units and supported the implementation.

In recent years, studies and strategies for the further development of the HVC system have been written, paving the way to a context open to EETS Providers. The aim is to become independent of an on-board unit specifically developed for the HVC and to reorganise toll collection on system level.
